The version of propaganda in the game is kind of lackluster, though. Not used very often. Not to mention that somehow Democracies are immune to propaganda. ... yeah right.

INTERNAL propaganda-as a means to boost happiness/reduce unhappiness is NOT in the game though-at least not to my knowledge. Also, the Propaganda in the game is WAAAYYYY to powerful, IMHO!
