The new combat upgrade system will allow specialization based on terrain and the opponents tactics/units. If he is using horses, then bonuses against mounted units become important, etc. With certain promotion combos one can get additional security based on the terrain and attacking unit. One will have units geared toward attacking cities or defending them and promotions with have to be planned based on the intended use of the unit. Dragging "City Garrison" into the field for unit cover defeats the purpose of those upgrades. Better off fortifying him in the city.
At this point certain things are unclear: Do units lose bonuses upon upgrading? will uprades occur more often?
I think the upgrade system, combined with the combat system, do multiple things to change combat:
1. Spread units out. Otherwise Artillery stacks from cities will pound SOD's into the ground. Encourages actual formations.
2. force more attacks outside cities particularly as certains units (i.e. units with City Raider bonus) are attacked before they can hit the city. As well as the desire of the attacking party to get those bonuses.
