It's maybe just me but I hate to see a city that goes from nice 3 pop to 1. so usualy, especially in the capital, I do a 4-6 or 5-7 cycle.

True, true. I try to convonce my cousin, if he had no hurry to settle land right now, to wait a bit until towns around capitol reach size 4-5 and then pump settlers...
