What I think he meant by separate attack and defense values is just expanding the already present system of bonuses, not to change it back to the Civ3 system. Currently you can either set a unit to have an attack and defense bonus versus an entire class (melee, gunpowder, cavalry, etc.) or to have just an attack bonus versus a single unit (like horse archers' bonus versus catapults.) It just seems illogical to me that some of these options would be available but others not for no apparent reason.
