The silly rules will not let me make peace!

Norway keeps offering me peace and I would love to accept.
However the silly rules mean that I cannot make peace.
After a lot of expensive effort I have conquered Nidaros. If I make peace I will lose Nidaros because I will no longer get the garrison bonus.
It is illogical that a garrison only helps while at war
 
I'm not sure I follow. The penalty to amenities from war weariness reduces after peace is accepted, and there are cards that can be slotted to get the garrison bonus, plus other means. Victor can be useful if you're having trouble with loyalty. It should become more manageable once your population goes up since that causes more internal loyalty pressure.

It's generally a good idea to prepare in advance and see if you have the means to hold on to a city after conquering it, before even engaging in war.

Cities surrounded by enemy cities (e.g. three enemy cities within four tiles) are usually not great targets as first picks unless you also deal with the loyalty threat coming from those cities. If the religion differs from your own, that also causes extra pressure iirc.
