Err...no. They don't have twice the culture of India .
US are leading in powergraph, but not score. However, they're catching up because their citizens are mostly happy, or Specialists .
Germany was never intended to win, otherwise they'd have more than 16 city names. And France only made it in to be insulted, with 2 of their top 4 cities spelt wrong.

The real problem with America is that they (erronously) believe this game has Regicide enabled - Hitler, Stalin, Mao, Saddam, they must be pretty close to win

But what about Zulus? Didn't they win the UN elections recently?

Russia is the leader for domination victory

USA seems the obvious choice for conquest

China or India are both trying to get twice as much culture as the other one

USA still haven't managed to get to Alpha Centauri but have the apollo program so they just need to build the parts.

Who says you can't have culture during wars? The temples just need to sit there to work their magic, and India has had the oracle for thousands of years! How's that for culture?

The temples were destroyed during those wars, and I consider the Oracle to be Greek. (The civ one, at least)

The civ Oracle is clearly a depiction of a Hindi spiritual guru, turban and all.

Didn't China spen most of that Era at war with itself? Civ nations cannot fight themselves, so clearly China waqs made up of several mini-civs that were eventually conquered and flipped to an central government. That nation was in turn plagued by Wars with Japan, Korea, and the Mongols, not to mention the brief dispute with England. If Wars detract from culture as you say, then would this history of strife not detract from China's chances of a culture Win? Besides, at this point almost everyone has given up on normal victory conditions and is just getting ready for the histograph.

Its in the late game and America and China are contenders for a domination/conquest win. America could switch to fascism and conquer the world using its advanced military. Europe could also ally and make a go of it by mobilising for a few turns before they invade.

Of course, Greece would only pretend to mobilize .
Also, for any war plans, it will be crucial to successfully plant a Spy on the Arabs, and check if they have Nukes.

I also see a chance for Europe to win by Space, if they keep cooperating with Russia.
Maybe America will mobilize soon, thus not being able to come back in the race...

I dunno, America does seem to get unlucky with the RNG. Despite it's technologically superior military, I think they may fall foul of the

China might get culture, but who say's they're happy with their government? using military police will only get you so far. They may revolt.

The U.S. could easily get a culture victory. Walmarts, MC's, Microsoft, Coca-Cola. Thats our culture, and it dominates the entire world. Throught the entire world, and no nation in history has achieved that level of cultural domince. The EU is in no way a military rival. Theyre armies are tiny, poorly motivated and poorly equipped. Britain is the only European power with a good military, and they are hoplessly outnumbered. So a domination win is also possible.

Talking about highest score, China is the clear winner. Long history, high culture, huge population, large landmass. Unless the USA can manage a military conquest, the Chinese is going to win in 2050.
