Semiramis would be good, but Sargon or Tiglath-Pileser would be better. Ashurbanipal was the second last king before Assyria was crushed, while his actions sent Assyria to its largest expanse, he also sowed the seeds of Assyria's downfall.
A long time ago, I read a book called "The Might that Was Assyria" by H.W.F. Saggs. He's one of my main sources for Assyrian history. He wasn't a fan of Assyria. He tends to believe that Ashurbanipal's cruelty was more sadistic (while previous rulers did it strategically), which helped bring about their downfall. He also attributed the Library to superstition (belief that the words on the tablets had magic properties). Still, he had to devote quite a bit of time to this one leader, which, to me helps illustrate his fame and generally accepted noteworthiness in Assyrian history.
I think that the artwork is superb. For me, Ashurbanipal is the right leader; in fact, it reminds me of Drift's Civ III leaderhead which inspired me to mod.
I convinced him to make that leaderhead, so I feel even more proud. Unfortunately, it's original purpose was never fulfilled (the previously mentioned Assyrian Conquest scenario, which hit a brick wall with the tech tree), but the leaderhead was quite cool and I'm glad there were other indirect benefits.
