I just got the game and happily loaded it up. First of all I see this when I choose a leader:

Then the game looks like this:

It's a IBM thinkpad T30 which has ATI Mobility Radeon 7500. It's not the greatest computer but I've never had any problems playing other games (like Half Life 2).

Am I out of luck here? I'm quite disappointed. I don't care how many other people are having problems, but you'd not give a damn to comments like "this is just a small percentage of people complaining and all the others are happily playing the game".

The game also feels quite slow (the intro music of 2K even can't be played smoothly although the CIV4's own sounds good).

EDIT: my installed video driver was released in Mar 2005 but I'll try to see if I could find a better one.

Here are my specs:
Dell Inspirion 5100
ATI Mobility Radeon 7500 w/ 32 Mb
P4 2.8 GHz

I was able to get it running. I think with your video drivers, all you'll need to do is modify one of the .xml files. Here is where I found this solution:

Basically, the edit you'll need to do is make it to where all the techs grant you to be able to see the whole map, effectively eliminating the fog of war.

I can now play the game. I still have the same eyeball and mouth civ interface like you show. Also, the map is quite dark. The only real problem is that it takes away from the game a bit because you can see the whole map right away and all the resources.
