Town production

Is there any point to production boost in towns if they arent specialized?
What does it do? If i specialize as a mining town it says all production is converted to gold so that is something. But what if i dojnt specialize, is the productions wasted?

All town production converts to gold, even while they are still growing. Mining specialisation just makes it more gold.

And similarly, if you put it on Mining (or whatever) the food still goes to the cities. In my first games I though I had to pick Food specialization to make it transfer food.

I wondered this exact same thing but the answer makes sense.
