Suggestions on how to connect this town to the homeland, or what to do with it in general

I conquered this town (upper right) at the end of antiquity. I am starting exploration, and am not sure what to do with it. I would like to make it productive, but it is separate from the rest of my homeland (lower left). It cannot reach the water to create a Quay/Dock, and there is another nation's land separating it. Towns cannot supply it if I make a city. It has so little production that a +3 Stonecutter will take 15 turns. I am tempted to make it a Fort Town, but this seems like a waste, since it will not supply food to any cities. I'd love to make it a city someday. Suggestions?

edit: It seems if I have open borders (or alliance) with Tecumseh (nation separating me), my town is considered connected. Nice.

It appears to be connected to Jinyang by a road. Is it saying it isn't connected to your trade network? Is Linzi blocking it due to the two tiles that cross into its border?
Yes, Linzi blocks it unless I have open borders or an alliance.

It has been many turns since my original post. The town is now a fruitful city, with many fortifications to stave off the onslaught from Napoleon. Fortunately, my ally to the north gives much assistance.
