Towns show with City graphics

For some reason, Town graphics never show... even at Size 1, the towns show with the City graphic... and if I build a wall in the town, it does not show a walled town, but still just shows the city graphic... it did this before, so I uninstalled everything of civ including deleting all files that were left in there, rebooted a few times and reinstalled clean, updating Conquests to 1.22.. and the same thing. Since it is a fresh install.. I've done nothing to modify any files anywhere.

This happen to anyone else?

This is a town with walls.. graphic clearly does not show. In fact, this is a ancient City graphic, it doesn't even show the Town graphic...

Does it not go Town ---> City ---> Metro (as in the picture)?

When my city grows to Size 7 it becomes this... which I believe is the Metro graphic.

If anyone has a clue as to why this happens, please let me know... I don't remember ever seeing something like this... now this does NOT happen if I open the editor and add a walled town, in a modded biq with preplaced cities... only in EPIC games.

Rome is a capital, I believe.

Capitals have a larger scale when comparing to the same level cities.
