Trade problem

I just started my first COTM the other day and i have a serious problem. My foreign advisor keeps telling me i have no surplus items to trade, even though i have an extra iron, salt peter and two extra ivory. Does any one know why this could be? It allowed me to trade the first time but when the deals ended the stuff was no longer available to trade during diplomacy. It is available in the trade advisor screen however.

It might be available, but do they need it? Perhaps everyone else (you are able to trade with) has Iron and Ivory and therefore you need a surplus of something they haven't got.
