Why I cannot trade world and territory maps with other civilizations in CIV 3 Conquest? is it because I'm playing a conquer victory option?

Why I cannot trade world and territory maps with other civilizations in CIV 3 Conquest? is it because I'm playing a conquer victory option?

To trade maps, you now need to have researched Navigation. You will also find that to trade 'communications' with other Civs, you will need Printing Press.
