Is it me or can we trade for maps, sign mutual protection pact and other dipl. negotiations much later than before?

Communications is moved to printing press, map trading to navigation and ROP is moved to map making.

although it should be noted thyat diplomatic agreemtns require an embassy, maybe your just establishing them later. howveer, MPP has remained at nationalism, unlike map trading and communications, as the others have mentioned
