I had saw that the AI nations clear and plow lands without having a pioneer working on it? How do they do that? Can we do it too?

It's like civ's use of diplomats. I doubt that they could program the process and make it work correctly.

AFAIK the AI doesn't cheat when improving the land. It definitely uses a pioneer (IIRC the French get a hardened poineer) and when the job is done ie when all the tools are used up, the pioneer just becomes an ordinary citizen. I think this is what you observed.

So no you can't but you can use the cheat menu or an editor for hacking saved games. That's cheating or you could call it a scenario
