Trespassing bug after trying out mods (Not a Bug)

I downloaded a few mods off Civfanatics. Mods seemed to work well until I realized that territory borders did not work. AI could just walk into my border and I could walk into any City-State or other civs border. I deleted all mods It didn't work. I Re installed the game, and it still did the same thing. I even deleted everything under /my games/civ6. The game still does this. Is this something to do with the registries of the game? If so How do I fix it?

I have the Deluxe version from Amazon.

There is no bug here. Your screenshot says you are on turn 4. No civ has the ability to exclude other civs' units from their borders until that civ unlocks the Early Empire civic. Once you unlock that civic, units of other civs will need an open borders treaty to enter your territory, but until that time they are free to wander around your lands. Similarly, whether it is another major civ or minor civ (CS), until that civ unlocks Early Empire, you are free to wander around their territory.

In case you don't know yet, a dashed border means the border is open. A city state whose border is dashed with black is closed. Once you have reached early empire your border will be solid and closed to others. You will observe AI borders to be open, or closed as they obtain early empire.
