Trouble Running downloaded mods

I recently upgraded to a new PC that runs on Windows 7 64-bit, and reinstalled my version of Civ4 Complete. The game itself and any of the default mods run fine, but I've had trouble running mods that I've downloaded(I've tried RoM, C2C, and Destiny, to name a few), I'll attempt to load the mod from BtS, and it will revert to the desktop to load for a few minutes, the screen will flash briefly, and the process will immediately end with no error messages.

I moved the programs to C:/Games/. I've downloaded, installed, uninstalled and then reinstalled Patch 3.19 multiple times directly from this site's download to see if that was the issue. I've also updated DirectX. I downloaded BUG earlier today, and that seems to work fine. There have been no changes in the outcome.

Any ideas?

Did you increase your paging file up from the default setting in Windows? I had to do that recently. I only have 3 GB of ram and have Windows 7 64 bit as well (and also installed the OS recently, too) and had similar trouble with RoM and found that the paging file was just 3 GB and that increasing the size of the paging file to "initial": 4 GB and max: 8GB fixed the problem. Of course my HD or fan makes loud noises now after the point where the game would have crashed, and the game gets sticky, etc., but otherwise it doesn't crash. You should be able to find the paging file (if you don't already know, btw) by going to the control settings, system, advanced system settings (which is on the list of options on the left), advanced tab on the window that pops up, and then the first settings down (which should be highlighted). That should give you the option to change the paging file size, and I'd just change it to something like 4 or 5 GB min/init and 8 GB max (keeping in mind that you are limited by "max paging file size of triple your RAM"). That should hopefully solve your problems, given that you have 3 GB or more of RAM (I assume you aren't running 64 bit Windows 7 with 2 GB of memory, probably 4 GB... personally I'm running 3 GB just because I haven't had the opportunity to upgrade my memory yet).
 
It has 4 GB of RAM. I did as you said and rebooted, but doesn't seem to have made any difference. Any other suggestions?

I just checked the error log and it says that the problem is with CvGameCoreDLL.dll
 
Did you patch Vanilla CIV? I've found that when doing this if I patch BTS and not Vanilla there's problems.
 
Also I'd double check that there isn't a specific patch for your version of the game (steam? D2D? or even just the fact that its Civ4 Complete). Sometimes things like that can be tricky, too.
 
I did. I've checked the error logs, it looks like the problem is with the gamecore.dll for BtS.

I've checked both Vanilla and Warlords, and it looks like Civ4 Complete comes with both editions' final patches pre-loaded.
 
I thought Complete comes with 3.17 not 3.19
