Trouble with adding/deleting city states

Hello!

I found that I can't add/delete city states after the patch. I even tried to download the sample MODs: Example - Creating City State Petoria (v 1) and Example - Removing Stockholm (v 1). However, none of them works right now

Is there anything wrong with modding the city states?

Works the same before/after for me. In an xml file:

<MinorCivilizations>
<Delete />
</MinorCivilizations>

Probably you have something else wrong. Is database.log clean?

Did you remember to take out the civilpedia tag?

I tried a bit more on this issue. What I found is that deleting all citystates using <Delete /> command is ok; and adding city states also works fine. However, if you delete one city state by using <Delete Type="MINOR_CIV_WARSAW" />, then the whole file content doesn't work (in other words, if I delete warsaw and then add another guy to the list, the added one won't show in the game. But if I simply add one city state without deleting warsaw, the added one will be there).
