Sure, I can only upgrade ships’ range, but not land units’. I must be missing a patch. Can anyone recall when the option became available?

Most likely 2010. I still have the CD-ROM from Best Buy - could test it (not really - I don't have anything capable of running it).

Srsly, you never used the range promotion?! It is one of the most awesome things. When I play domination I usually get it around Xbows, right after Logistics.

I just asked the AI and it said it's been in the game since the Gods & Kings expansion, which was 2012.
