I think you're taking my comments a little to the extreme. We're certainly not cowering under the threat of GCA, but prudence would dictate that if a stack of GCA units suddenly emerged from Balance of Power while our settler was en route to his destination, we should withdraw our settler as we cannot adequately defend the iron site yet from a large stack of units.
To address some of your other concerns:
1) Yes, if we go ahead to the iron site first, the gold site will be settled one turn after the iron site. I merely suggested another look at the order of our next city sites because we see no sign of a settler heading out from Balance of Power and it therefore might not be worth the risk of sending our settler so far from our current defenses.
2) Their damaged rep will be of great comfort to us as we watch the rest of this game from the sidelines. Personally, I doubt their rep will suffer much if they decide to move against us. I only hope that they don't realize this before we get our two cities established.

4) The iron city site is hardly in our backyard, but your point is not lost. We need very much to epand our borders and push our enemies farther back. However, the need to protect our settlers as they travel to their destinations is no different because of their presence. If not for them, we would still need to protect them from barbarians.
