Two cheers for Democracy - corruption down from 53 %to 51%

I'm playing a game where I've conquered most of a large continent but still don't have a Forbidden Palace. Under Depotism, waste is 53.5% (269 out of 503 gross income). Under Democracy, it drops to 51.5% (453 out of 880).

Will this improve if I stay democratic for a while?

It will probably improve if you go and get the new patch!

Otherwise, you can try courthouses, but probably they won't do very much.

I downloaded the new patch. I did not see any difference in corruption. The cities that are about 20+ squares away from the capital and I am under democracy. They still only produce 1 shield and 1 revenue.

I even checked to make sure the patch was successful by checking out the privateer and sure enough the attack was 2, so the patch was successful but I am not sure they lowered corruption enough, if at all.

Supposedly corruption changes only take effect when you start a new game.
