Okay I decided to go ahead and run a scenario on a continent and just build the hell out of my population and put everything i could for each city, turned all the land into irrigated land, and made roads and railroads later on connecting all my cities, and mined all my mines and everything, but these damn citizens won't stop revolting, the tax is 20%, they have everything they could want, i've tried monarchy, communism, democracy, republic, the only thing that works is fundamentalism. why is this? what can i do to appease these people and make them productive people again other than have a fundamental rule??

i've tried everything, tax 0 luxury 80, science high tax zero
all different combinations, the cities have everything banks marketplaces, stock exchanges even there isn't anything to build in these cities, not even wonders ar eleft to build and they're still freaking out

If you could post a save of the game, we would be happy to look at it.

Otherwsie, it sounds like you have the basic elements that are needed. We would need more information on the game in general to see what the issue might be.

You can't even maintain happiness in a Monarchy? Or Communisim? Neither of them are dependant on the troops you have outside the cities, so they should be fairly easy to keep happy.

If you are planning on having a democracy then it is vital that you get the Michelangelo's Chapel wonder. Other wonders can be very important too: Bach's Cathedral will help with unhappiness, Women's Suffrage likewise if you are planning a war, Shakespeare's Theatre if you want to use bombers, battleships and nukes in your war, and the UN if you want to declare or continue a war on neighbours (reduces senate interference and means that you get the chance to accept or turn down the enforced offers of peace).
Bear in mind that, as Duke said, the multiplication that a marketplace, bank, etc has on your finances will apply to the luxury rate you have too. So if a city is producing 10 trade arrows, you are running on 20%/60%/20% and have a marketplace and a library then you'll get 3 gold, 9 beakers and 3 luxury container things. Disgraceful but true! I can remember exactly what they look like but can't for the life of me remember what thye're called!

well i finally got sick of them revolting all the time and hit toggle cheat mode and started forcing different types of rule upon them until they quit revolting and for some reason fundamentalism worked

Banks, MK, and stock exchages are only effective if there's enough trade to generate large amounts of luxuries. What is the average level of trade for your cities and what is the additional trade route income for your cities?

BTW, what is the average city population and what is your level of playing?

You do know that roads give you trade even if they don't "lead" anywhere? In democracy roads in a square give you 2 arrows.

Well I have 3 size 14 cities, 2 size 12 cities, and a few 9 & 10 sized cities. I'm not at home right now so i dont remember the average level of trade, i do know that generated income from the cities at tax of 10 percent more than covers all my expenses, I think my expenses are about 185 and 10% tax gives me 310 income, i'm playing in the easiest level i think chieftan
i haven't had the game very long, only a week or so

Monarchy & communism benefit with military units inside the cities, maintaining the peace. Democracies & republics face unrest with supported military outside the cities. Opponents nearby cities add to unrest.

Building caravans and sending them to other cities adds trade arrows, the basis for tax coins and luxery cups.

One can also "lift" a citizen off of a productive space and allow that citizen to act as an entertainer, adding additional luxery cups.

Just how severe are the revolts? Do you put them down fast? Are they widespread?

If a luxury rate of 80% did not work you probably have a different issue in the cities, like too many military units supported by the city that are not garrisoned (under Rep or Dem). You cannot solve this with improvements or luxuries. You need to move these units into garrison (into a city or a fortress within 3 squares of city). Some units, like bombers or cruise missiles, you cannot solve the problem at all. Building Shakespeares Theatre (makes all citizens in that one city content) in a big city and re-homing them to that city will work.

To use Luxuries to improve happiness in Rep or Dem you need to get each cities number of trade arrows up. You have already improved the land and built city improvements, have you delivered any caravans? Each caravan delivered adds trade arrows at both ends of the route. Doing it to overseas, foreign cities gives you bigger bonuses.

In Fundy government all citizens are "forced" to be content, but your scientific research is halved. The other governments either give you martial law options (Despotism, Monarchy, Communism) or increased trade (Republic & Democracy).

I dont know if there is such a thing as unrest due to building too MANY improvements... but your costs per turn must be pretty high...

Just curious - what game date have you reached?

okay now i'm in the late 1800's and Berlin is size 22, the other cities are between 14-18, i've taken over almost all of the greek cities and i'm still under fundamentalism, i'm way ahead of everyone else, and the people are still remaining peaceful, Berlin at size 22 can produce a fighter jet in 2 turns, and nearly everything else in 1 or 2 turns... my tax is 10% and its giving me 930 income each turn and expenses of 425, thats with a lot of cities under capitalization because there's nothing left to build and i dont need anymore military units, if i take all of them off capitalization and make them build stuff its income of 720 and expenses stays the same i think

thats at 10%, if i push it up to 70 or 80% tax i get over 1300$ a turn

I think fundamentalism is working really well = ]

You get revolts in Fundamentalism??

That shouldn´t be possible.

With Fundamentalism you should not get any unhappy people and therefore not any revolts. The only thing that may be the reason is that after changing governments you still had too many revolting cities.
:D

discoveries every 12 turns

no revolts since i went to fundamentalism

why don't more people play on fundamentalism since there are never any revolts?

To answer your question: science is HALVED on Fundy.
