the cities have NOT revolted since i turned to fundamentalism

i still haven't figured out why they were revolting in the first place though

when your cities were in revolt, how many units did you have outside each city? in republic and democracy, units outside cities cause massive unhappiness. If you are playing at diety level, you need temples, marketplaces, banks, and stock exchanges. superhighways help too. A luxury rate of 40% should be more than enough to keep your people happy in a democracy, even in a size 22 city, if you have all the above improvements in.
