Unable to build aqueduct/bath even though the location is fine (Not a Bug)

Why can't I build a aqueduct/bath on the location where the horse resource is located? It's next to my city center and is also next to a river.

This is a bug right?

I had no problem building baths for my Roman towns. There appear to be only 2 tiles that a batch could be built & both have developments on them. Try removing the farm & see if you can place the bath.

I tried removing the improvement on the horse resource tile, but I still couldn't make the bath.

You can't place any district on a strategic or luxury resource tile, and you can't harvest or otherwise remove strategic or luxury resources (for any purposes, including to make the tile "district-eligible").

Ok that might be true, but why can't I also not build one to the bottom left of my city center here?

I can't tell whether the bottom left tile is on a river (the image is dark and the dialog box blocks too much). Can you post a clearer image (or, even better, a save file)?

There is a river there as you can see in this image. I also uploaded the save file.

It has been discovered that you cannot place an aqueduct directly across the river from the city center, if the border with the city center is the only border with a river for the aqueduct tile.

The water in the aqueduct needs to flow from a border with a river across the tile to a different border with the city center.

I wonder if this was intended. Thanks for letting me know though, now I can plan around it.
