unable to build feitoria

Are there restrictions against building the Feitoria not documented? I have navigation and when I relocated a worker onto a city state's luxury resource it didn't show the option to build one.

This luxury tile is coastal; in fact it's a one tile island two tiles away from Panama City; the city state present built a Plantation a very long time ago.

I have about 76 influence with the city state, but am only friends with an AI civ having more influence.

I'm pretty sure you can't build it ON the luxury resource. You build it on any other coastal tiles and all of the CS's luxuries become available to you.

Might wanna re-read the civ tip. It specifies that a feitoria can only go on a coastal tile owned by a city state which DOES NOT contain any kind of luxury/resource.

I had quickly read it as with a resource.

I wonder if this exclusion includes strategic resources you don't have the tech to see yet?
