Unable to Give Independence to Overseas Colonies

I have 3 cities on the other continent (Terra Map) and I am unable to grant independence even though the option is there.

EDIT: After writing this post up and then playing for a couple turns... it struck me... I always play 18AI maps so I must be unable to grant independence because the map is already at the 18AI limit and thus cannot have one more AI!

Argh... so I guess it's not really a bug but I'd still like to share?

they really should edit the game to allow for more colonies.
