Unbreakable Alliances

I'm working on my first Civ2 scenario and I wonder if it's possible to create unbreakable alliances because I want two Civs to fight together for the entire scenario.

BTW is there still any interest in Civ2 scenarios (now that Civ3 is out)?
 
Interest in Civ2 scens? Yes, there is.
I don't know about the unbreakable alliance, I think it's impossible.

There is no chance of a 'sneak attack' if the two are allied. The alliance must first be broken before an attack can occur, and the alliance cannot be broken if negotiation is not permitted - with one important exception. Diplomatic units can cause a break in the alliance if either the human or AI player steals technology or bribes a city or unit of the other. So you must eliminate diplomatic units from the scenario altogether for this method to work.
 
The alliance can also be broken by civs offering "backstabb proposals" (ie "ally with my instead and fight that guy") even if negotiations aren't permitted between the two civs.
 
Whenever I try to ask a civ to declare war on another one which they haven't met, they won't do it. If the two allied civs never negotiate, they may not realize they have contact and backstabbing won't work.
 
When a civ says they have no contact with someone that doesnt necesarily have to be true, and anyway, the same rules doesnt apply to AI-AI negotiations.
 
if u try 2 move with a nuke msl into a city of your ally, the nuke will work and destroy the city. your alliance, however will not be broken.
