No civilopedia entry!? Hm, something ought be done about that. The eyes and ears network gives you all the techs known to three (two?) other Civs- as long as you have open borders with those Civs. The Rites of Oghma spawn several new mana nodes on the map. I'd highly recommend the first, not so much the second.
The Eyes and Ears Network: Grants a technology to your civilization for free, if three players you have open borders agreements with already have it.
Rites of Oghma: When the rites of Oghma are initiated, many mana nodes appear around the world, enough for each civilization to compete for the Tower of Mastery.

Actually, the Rites' mana node spawning is pretty random, it's quite unlikely to enable every civ to compete for the Tower victory (especially since they're likely to have specialised their mana choices under the new mana system).
