A quick question on how the cost of the military/units is determined. Certain forms of governments allow a number of free units depending upon the size of the town/city/metropolis.

1) Is this determined in bulk. If I am in a monarchy and I have 1 city (4 units) and 2 towns (2 units x 2) am I allowed 8 free units total regardless of where they are or do they need to be within the city (center square or worked boundary). In this respect could I have 8 units in/around one of the towns and none at the others and still not pay anything

2) Do units include workers for this purpose. Do I pay for them or is it just military.

Any insight is appreciated.

It depends. There are two types of worker. One being a 'normal' worker, and the other being a foreign/captured worker. Normal workers count as being a normal unit, hence you get upkeep costs. But foreign/captured workers do not cost anything, ever. They are completely disregarded.

Usually a normal worker is one which you have built yourself, whereas a captured worker is one you have captured or traded for. However you can build foreign/captured workers if you have foreign nationals in the city which is producing workers.
