I've been using this for some time, but finally published it on the workshop.

This mod sets dynamic limits to the number of units a civ may field at any given time. The units are broken up into groups(land combat, naval, support, religious), and limits increase throughout the game based on #cities, districts, and district buildings.

This mod is compatible with DLC and Modded units, so long that they fall under standard formation classes. I currently use this with the Steel and Thunder unit mods.

IMO this greatly improves the quality of mid-late game, as the map normally becomes overcrowded and bogged down.

It seems like this mod and real era stop don't seem to work together, I get it to load by making realera load after this mod, but ingame its all messed up, can't build any units at all, you don't have any units available to build.
 
Combining units into corps and armies helps humans to create more units but AI is not so igneous and ends up taken advantage of...
