Unit Movement Question?

When a battle is raging I notice other players seem to be able to reinforce a position even though I am attacking that position, or city.
Yet when they are attacking me I seem to only be able to move my reinforcements onto that tile/city when there is a break in the attack, ie: I have to wait until their unit either retreats or dies then I can "slip" another unit onto that tile.
What am I not doing, or conversely, what are they doing to make this happen?

I am not sure to fully understand your problem.
however, you may be attacked by units that you can not see
ex: Cavalry has three tiles movement, so you can have the impression that a player get 'reinforcement' but in fact its unit was already in range of attacking a given tile, you just could not see it.

Here is an example of what is occuring:

I have a City with 4 spearmen defending it. The enemy advances on me with a stack of 8 swords. I have 3 more spears on the tile immediately adjacent to the city, guarding an iron resource.
Next turn the enemy declares war and attacks my city defended with only 4 spears.
Now I know that he has a pretty good chance of taking my city with his 8 swords
So the obvious solution is for me to move my 3 iron guarding spears back into my city that is now actively under attack, ie: his swords are attacking me.
But they won't go into the city! He is attacking me and my spears are just standing there. Only when his current attacking unit finishes, ie: he dies or my unit he is attacking dies, I can for that split second before his next sword resumes the attack slip my spears into my city.
Yet I have noticed that when this situation is reveresed and I am attacking a city (or tile for that matter) of my enemy he can send in reinforcements during the attack, ie: not have to wait to the precise moment when there is that split-second break in the stack-attack.
This seems to give a huge advantage to the other players I am fighting.
It is really bad for me if I am getting attacked in more than one area of the map as I can't physically sit there waiting to slip in some defenders in multiple locatinos as the "window" of time is very short.

There is nothing strange to that. This is the way it works.
Should your city be at Population 2 or above, you could also had rushed a unit or a city Wall to improve the defense of your city.

Your opponent can not move units during your turn, until you hit the space bar.
What could be an explanation is that when you attack a city (and only a city, not a square) your opponent could have been able to rush a defender a turn earlier, in this case you will only notice that the population of the city drop 1 size but you wouldn't have seen any unit moving inside the city during the interturn.
Now when you write that

How did you notice that?
Have you seen units moving inside a square/city during your turn, or was during the interturn?
 
I have had the same problem. This happens during simultaneous turns games. I often have the computer move all of its units at the very start of the turn, where I am unable to fortify/move mine. Many times this has allowed a spearman to track down my horseman or something similar which is enfuriating. Unfortunately I cannot offer a solution, but at least you know others find this aggravating also.
