Unit Stengths?

So I was looking through the Civilopedia, and I couldn't help but be confused by some of the unit strengths and how they compared to one another. For example, Infantry and Tanks both have a 70 strength rating. Shouldn't tanks be stronger than infantry?

Anyone heard anything or wish to speculate as to the rhyme or reason of this?

Tanks can move faster than infantry, that's the point.

I'll speculate since I'm on my phone and can't check the game but units have a strength modifier, check for this, I remember in Civ 4 tanks weren't that great against towns.

Civ 5 tanks used to have that modifier but had it removed, the only difference now is tanks have more movement and no defensive bonuses.
