Well it's kind of unrealistic that every unit costs one (or so much as the government system tells) gold. So, there different levels of troops, like if you need swordsmen you could train Light swordsman that would cost one gold pieces, Medium swordsman: two gold pieces, Heavy swordsman: three gold pieces. The names don't need to be exactly like this, but you understand... :)
Also, different levels of horsemen, Spearmen, medieval infantry...

My other idea is more complex military governance: There would be different types of military.
The first would be a tribal ''army'', in the later classical ages you would get two more advanced military types, the citizen army, and the professional army. In the Middle Ages (that should be removed) you would get the feudal and standing armies.

Defensive tribal army: An army just meant to defend your sacred homeland from the unholy swarms of foreigners. Defensive units are cheap. But the offensive units would cost much more .

Offensive tribal army: Offensive armies would be very cheap, and extra powerful, but defensive units would be rather expensive, and the offensive units could disappear, or migrate to the enemies’ lands. Your tribal military can’t be offensive if you are not in a war with anyone, because in this system is based upon the promise of spoils from the enemy’s cities and countryside.

Citizen military system: This system comes available after bronze working or writing. It would be a cheap defensive system, but relatively expensive offensive system, because the units have to return to their home city, so that they can continue with their life. Otherwise you have to start to pay (High) support for that unit that has not been disbanded. The units garrisoned in their home town don’t need support and they don’t need to be disbanded, and they can also work as citizens. Citizen militias would be cheap because they buy their own equipment. It is not good in building large empires.

Professional army: This system comes after republic or monarchy. Professional army would be sort of an imperial war machine. All the units would be professional, so gaining one extra health and much more attack, but they would need much more support because the state has to pay for their equipments and training. In the army the people would do it as a work, getting paid for it, and after like 20 years in service would get a land form somewhere. This system would be good in building large empires. Also professional armies could build roads and forts.

Feudal army: Feudal army would become available after feudalism, surprise, surprise. Feudal army could be selected only under feudalism form of government. Feudal army would be rather cheap, because it’s partly supported by the vassals that every city would have. If there would be a baronial revolt the armies could loyal to the vassal rather than to the king, so joining the revolting vassal. In feudal army you would have better knights.

Standing army: a modern army system, comes after the nationalism.

Do you like? The system dosn't need to be exatly like this, but something like this... :) :D
 
I like the basics of it. Mercenaries should also be implemented with this system.
 
A 'cost per turn' flag for units was something that should've been in civ3 anyway... :)

The other types of armies might be too complicating though, and perhaps redundant if you get the different types by going through the techtree instead of actively changing it.

Perhaps something like in Call to Power, 'military readiness'?

Hmm, they could be like they're in total war: Mercs would be expensive, but they would come immeadetly.
