Unit upgrade high cost ?

Hi long time Civ V player and now new to Civ VI. Started a game on king difficulty at marathon speed. I just played about 4-5hrs (not enough time =( ) and I am at the medival era. I was going to upgrade my spearmen to pikemen but the cost was like 650 gold if not mistaken. I was just wondering if not a bug or the real cost ... If I remember correctly in Civ V, unit upgrades weren't that expensive like around 210 gold, unless you were way ahead in the tech and upgrading a brute to infantry was more expensive (that makes sense). So I was just wondering what guys think.

Unit upgrades can be quite expensive. The Professional Army policy card (unlocked with the Mercenaries civic) cuts upgrade cost in half, which can be VERY helpful.
