When an action (primarily move unit and orbital strike) requires you to click on a destination/target in a hex occupied by another unit, that unit is automatically selected. This can also happen with units or cities in adjacent tiles (primarily the tile below) where your click is near their icon or city banner.
For example, when you move a unit into a hex with another unit (worker into a hex with a military unit) the unit you did not command is selected and the unit you did command is no longer selected.
The act of finishing a command (the click on a move or strike hex location) should never change your currently selected unit.
