[Vanilla] Universal building if civ present

Hi everybody!

Anybody has any idea why this mod doesn't work? I see the building in civics but doesn't allwo me to build once research is complete. Any Advice is appreciated!

EFFECT_ADD_RELIGIOUS_BUILDING is directly tied to Beliefs and BeliefModifiers in the game's source code. You will not be able to use that EffectType outside of applying in relation to adopting a Belief.
