If you got a corrupt city you really want to rush in a building you might want to use a few units to help. I'm not sure the exchange of cost of upgrading unit verses cost of rushing building. I think its more efficient to upgrade, especially since you only get like 10% of a units shields when disbanding so it must be.
Generally speaking like them I upgrade the the veterans. Whether I upgrade the average ones depends on how much I need the army and whether they are costing me a bunch per turn or not. (beware it changes when you switch governments)
Oh it also costs twice as much to hurry a production (including pop rushes) in a city if not at least 1 shield. The one shield could come from a disbanded unit saving you waiting a turn.
I don't usually bother upgrading conscripts, its tough for them to survive to get experience
But even then it depends on your needs etc. Also that wonder for cutting upgrade costs in half factors in of course.
