Using a Great Writer cancels my almost complete Chichen Itza (Not a Bug)

I'm about 190 turns into the game and have a Chichen Itza ~5 turns from completion. I use my great writer (in a separate city) and the Chichen Itza disappears. Also it appears I can use the writer a second time (not sure if this is a bug, this was my first ever GW). I doubt this is behaving as designed, but it's incredibly frustrating.
 
Can you post a save file from before you used your Great Writer?

If you hold off using the Great Writer until CI is done, does CI complete?
 
Also worth noting since maybe it matters, I use the GE who appears before the GW in the capital (city he appears in). I send the GM to Agra's commercial district (which is where the GW also will place his work). Other than that there's a bunch of troop movements that I hope is irrelevant.
 
I confirmed its not the great writer that does it, it's the GM making the market/bank in Agra that seems to do it, or at least something up to turn 193. I will try one more playthrough from that save where I do nothing at all and see what happens.
 
It's easy to do. I would almost contend that the "you got beaten to a wonder" notification should be considered a bug because it does not really stand out from other notifications very much and is too easy to miss in the clutter of other notifications. Not saying I want the return of the horrid Civ5 sounder, but perhaps we need to add to a suggestions list that the beaten to a wonder notification be a bit more special than it is currently vis-a-vis other notifications.

Like, a You Lost The Wonder Movie instead of the Wonder Movie: an animation of your incomplete Wonder falling apart while a Builder beats his head against the ground in frustration ...
