Using DLC in mods

I'm an experienced modder in Civ 3 and have modded my own Civ 4 games as well. I'm now thinking of modding in Civ 5 and have a question about using DLC in mods.

Let's say that my mod was an Ancient era mod (as before in the other versions of civ). Could it be modded so that the game had, for example, Babylon if the player had that DLC - but that Babylon was not in the game if they hadn't got that DLC?
 
yes, but it may not be easy depending on what you plan to do exactly.

I'm guessing that it may be easy if I wish to, for example, add Babylon in the same format that Babylon comes in the DLC. However, if I wish to introduce Harald Bluetooth not as the leader of the Danes, but as Hygelac of the Geats, I might run into more difficulties.
