Are they in or not? They are in the CivilizationInfo file, but there are not spawned by a tech and there is no reference to them in any python file.

So, is it a work in progress, or I'm missing something?

I want the 'Crossfire feeling', i.e 2 big and powerful factions with feeble humans caught between them

They are not in yet, but it is planned to include them.
