I can only attack enemy aircraft with a captured Encampment's ranged attack that is in range of captured Aerodrome. After I capture a city and place an Army on the Aerodrome, the enemy civ can still use its aircraft to attack me. This makes absolutely no sense. On screenshot, all three captured aerodromes have Armies on them and they all attacked with no problem.
I could also nuke them, but had to nuke my own territory.
