I hope someone at Firaxis fixes this problem in a fairly short term patch because the AIs cheat in a way that really makes the game un-fun.
In the recent March 2002 Game of the Month, I was happily dismembering France on Monarch level with a slew of Swordsmen and Horsemen. Because France had some warriors out in the open that I considered no threat, I bypassed them to focus on the cities knowing I could just kill the warriors off out in the open after the cities were taken.
When I conquered the last French city, a new French city spawned off away from the action out in the tundra to the far north. Within 5 turns, by the time I got the swordsmen relocated to kill the city, the French AI had miraculously grown four spearman, two archers and another settler. Whats up with that impossible crapola!!
It was so weird that I went back into the Auto saved files and used the multi-tool editor to inspect the status of the French units just before killing the last legal French city. The French definitely had one spearman defending the legal city and two worthless warriors off out in the woods but nothing else. When I killed the spearman and took the last city, then the AI just spawned miracle powers and apparently cloned the new city with the new units using the warriors as a stimulus.
Really pretty frustrating to have to combat the gods as well as mortal units and the AI tech research cost advantage. This must be a bug in the AI program that creates a starting set of settler-spearman(2x)-archer to provide cities to support leftover units that have no civilization to belong to. Sure hope it gets fixed quickly.
I have actually seen this in other scenarios as well but just assumed it was the result of a timely settler that got away. Now I know it is a result of a hidden bug.
