In the new Greek Mod, playing as Macedonia on Immortal, after a few turns all of the governments open up, and I can play all of them without the prerequisite techs.
I've played on this level as Persia, and the same thing didn't happen.
I didn't see this happen on Noble level.
I haven't played as Rome so I don't know if it happens there also, and I don't know if this is true for the AI as well.
