Own units are within AI borders under open borders agreement. Decide to end open borders agreement without moving own units out. Instead of the land units being moved to just outside the borders they were re-positioned into a ocean square. The only way to reclaim them was to send a ship to under them and they could then embark and be landed back on shore.
