What's the Misc Player Modifier here?
Also, the 10% Policy Modiifer disagrees with the 15% quoted in the Commerce opener's tooltip.

The commerce has been 10% for a long time, unless it was undocumented - a search on the site doesn't show anything about the opener being upped to 15%. Can't answer your actual question, though. :/

I'm not sure where that's coming from, but it's not doing anything (44 * 1.3 = 57.2). Unfortunately, these tooltips are created in the game core so it's very cumbersome to modify them or figure out how they're built.
