[V154] Combat Penalty Bug

I am scratching my head and not understanding why I am getting this combat penalty. I am playing China with my Cho-ko-nu and saw a weird penalty attacking some pikeman barbs...? I know they get a penalty against cities but this one I am not getting...?!?

That's because Cho-Ko-Nu have blitz, which means they attack twice each turn. But it's at a penalty, to stop it being overpowered.
