Whenever I attempt to install civ I always receive an error message saying vc_red.msi is unavailable.

What is vc_red.msi? I have searched on Google and found nothing
 
Do you have/had USB sticks or USB harddrives plugged in while you tried to install CiV? Just wondering because the Microsoft Visual C++ redistributable package usually installs automatically whenever it is needed (maybe you turned off Windows Updates?) and when it does, the temp files are stored on a random drive which is never C. Dumbest thing from Ms I've ever seen and I've seen it on many different computers. Anyway - in case that random temp drive was a removable/mountable drive it might now be not connected/available.

What I'd try and in which order:
1. Set Windows Update to automatically and make sure that you installed all updates it offers (in case windows update was disabled for some time this might take a while and require a number of restarts too).
2. Unplug all USB drives and sticks (also cameras and whatnot), then try to re-install the game.
3. Google for Microsoft Visual C++ redistributable package (I guess there should be a manual download source for this somewhere on the microsoft website) and install it/them (them, as there are several like 2005, 2008 and 2010).
 
Have seen this posted elsewhere which may be quicker than re-downloading the whole C++ package if it works for you:

When it pops up with the error saying vc_red.msi unavailable, click browse. In the top right search bar in the browse window type "vc_red.msi". A file named vc_red.msi should appear, select it and select continue. The installation should then continue.
