Victory? Where are those Dudes?

Okay, declared Independence and took on his majesty's finest; after getting my butt kicked at first, I began turning colonists into soldiers and eventually wiped my colony of royal soldiers (in fact I didn't see any royal soldiers anywhere on the continent). But the Revolution Advisor Screen said there were something like 3 soldiers, 4 artillery, and 6 warships remaining (I could see the ships). Even when I flipped on the View Enemy Units toggle I couldn't see any ground forces anywhere. What gives? Where are those dudes? Am I supposed to go looking for them (on other continents)? The manual states that I don't have to defeat his naval forces (not that I could anyway), but I did destroy all his ground forces (the ones in my colony and on my continent anyway). What gives? Does anyone know what I missed? Thanks.
 
All I can say is, I had one game where some REF forces wound up way south of me, down in Brazil. I had one inland sugar colony down there, and maybe they were headed to it. Who knows...

The Tupi were on my side (allies), and the REF destroyed two of their cities before the Tupi finally took them out. Once the Tupi killed them, the WoI ended and I won (I had a Seasoned Scout down there who witnessd this).
 
The extra soldiers may be in Europe still. I have heard of the royal navy getting stuck and not ferrying over remaining soldiers. You could try sending out one of your ships. It will be killed but that could get the royal navy moving again and hopefully ferry over the remaining troops.
 
Okay...but still, shouldn't all I have to do is defend (liberate) my territory? I mean I declared independence, thus, the king sends over his troops...if I beat back his troops, clear them from the territory in which I've declared independence, that should be it - I win. What should it matter that the king has troops in Europe or way down the map in another territory?

The victory conditions state that you must defeat all ground forces. Forcing them to withdraw doesn't count. While it is a victory, it is not considered one by the game.

they are still a threat, even if it's just some dumbass who go lost and search your colonies in alaska
 
If you cannot find the last soldiers, you can enter the world builder and see everything from there.
 
I had an island town just off the coast of two other cities. The REF really went after it hard and eventaully got it.

However after kicking butt the REF was down to about 3 Regulars, 2 Dragoons and 3 Artillery. They all hid out on that island.

The worst part was that the remaining REF ships blocked my ports so that I could not launch a ship out to drop troops at the island to finish them off...

What I noticed was that by sending out a ship from another part of the world they all pounced on it and allowed the 3 galleons I had crammed with troops out and to the island. ;)

Don't underestimate what something simple like a decoy can do to change what the REF is doing.
