Hello!

In my current game as the Aztecs, it is nearing the 20th century and I'm at war with Rome (Peter invited me to a joint war), but to my west is a neighbor called Egypt, who is really weak, but I've never bothered conquering them because I was fighting wars with other civs or too busy building things.

I already have a warmonger penalty from DOW'd Kongo and taking their capital. I know I can use a casus belli, but I don't think that'll help much, and I don't want to lose the few civs that still like me.

Brazil just DOW'd Egypt, and Pedro and I are on good terms, though.

The colonial casus is 50% so you should only get 12 warmonger points which is better that 24 for a joint war or 36 from a surprise war. The 12 will be gone in 24 turns from declaration at half a point per turn. If Brazil Dow them you will only get 8 warmonger points with him and 10 with anyone in a denounced state with Egypt.
It's taking the cities that will hurt you at 6 each (-18 for raising a city with a perm -20 extra with Cleo) I think so only take what is needed, you can take more but give them back to redeem the points during peace, just make sure she is not wiped out and if she is make sure you do not take her last city.
You will also get 0 warmonger from gorgo or anyone with the Darwinist secondary agenda and naturally a -8 from Gandhi if he knew of your scheming ways.

If you have a -18 with Kongo then settle a settler in the tundra or desert and give the city to Kongo, this immediately removes the -18. Maybe have a spare settler for Cleo if you have nothing to give back during peace

You did not say what era you are in but it caps at 24 for the Industrial Age

Why kill with a claymore when an epee is more effective
