Wars in Next War

In my current Next War game, it seems like other civs never declare war on each other. I've even gone into worldbuilder diplomacy to try and force them to war with each other, but with no luck. is this just a peculiarity of Next War? Does anybody have a solution to this? I hate to be the ONLY guy getting picked on.

This is normal. And the worldbuilder problem is a bug.

I'm in a Next War game currently, but the AI seems to be declaring on one another ok.

Just a few turns ago two of the largests entities started going at it infact.
